Obviously, breaking the ballance of power, trying to make Russia’s ICBM warheads useless against the US, while keeping US warheads functional against Russia is a way threaten them, the lack of MAD (Mutually Assured Destruction) meant that the US could unilaterally attack Russia in the future without consequences.

It means, having a lot of bases with soldiers of hostile military alliance that could invade their territory from multiple fronts at the same time.
